The end of the Cold War brought with it a number of significant opportunities to change the direction of debate and dialogue on these areas. Almost twenty years later, much of that "Cold War think" still permeates the community, with approaches that have not, to date, resulted in any significant arms control advances. Now, nuclear concerns extend beyond the development of nuclear weapons by rogue states and on to the acquisition of nuclear materials and weapons know-how by terrorist groups. It is our hope that a new group can begin to chip away at some of these older ways of approaching arms control and to promulgate ideas that will generate far greater advances in arms control and nuclear nonproliferation. The timing could not be better, with the prospect of a new U.S. Administration, a re-energized debate about the elimination of nuclear weapons, concern about nuclear terrorism and the upcoming 2010 NPT RevCon all providing ample opportunities to stir debate.

In particular, we hope to connect technical experts with policy makers to advance the field of technical arms control and to utilize the many advances in science and technology that will allow verification and monitoring to be increasingly robust. We also want to encourage the free exchange of ideas in a non-ideological, nonpartisan environment.
